Warm Heart Program

“Neighbors helping neighbors.”

Funded entirely by customer donations, not the PUD. Eligible customers can get up to $300 once every 12 months toward a bill, deposit, or water charge with an electric balance.

Who Qualifies:

  • PUD customer — the account must be in your name, and it can be active, past due, or disconnected within the last 14 days.
  • Income — at or below 200% of the Federal Poverty Level or 80% of Area Median Income, whichever is greater. Proof of income is required for every household member.
  • Frequency — up to $300, once every 12 months.
  • What it covers — electric charges, electric deposits, or water charges (water only if there’s also an electric balance).
  • Documentation — a PUD statement, household list, income proof, and original signatures, submitted directly to Crisis Support Network (CSN), who administers the fund.

How do I apply?

The fastest way to apply is through our online application — it lets you apply and upload proof of income all in one place, with no printing or mailing required.

If you don’t have computer access or would rather apply on paper, you can print and complete the Application for Warm Heart Assistance (PDF) and return it to one of our offices in person or by mail.

Electric Discount Program

“An annual discount, not a one-time payment.”

Eligible seniors (62+) and customers with disabilities receive a monthly credit on their electric bill based on household income: — up to $400 per year, as long as you stay eligible.

Who Qualifies?

  • Seniors 62+ or disabled 18+, meeting SSA disability requirements.
  • Full-time residents and customers of Pacific PUD

Income Qualified Application Program Agreement (required)

Income Qualified Weatherization Program

“Upgrades that lower your bill for years, not just once.”

Get a rebate on home improvements that cut your electric use — weatherization, heat pumps, heat pump water heaters, windows, and more. Income-qualified customers can receive larger rebates, sometimes covering the full cost of installation.

Who Qualifies?

  • Your home must be electrically heated.
  • A pre- or post-installation audit may be required to confirm your home and project qualify.
  • Income-qualified customers receive larger rebate amounts.

Before starting any project, call your local office to confirm eligibility. You’ll need to complete and submit an Energy Efficiency Agreement before installation to receive approval — rebates started without one won’t qualify.

Rebates offered through Pacific PUD are funded by the Bonneville Power Administration (BPA). As a condition of receiving a rebate, your project may be selected for a routine on-site inspection by a BPA engineer to confirm the work was completed as approved.

Programs, amounts, and eligibility are subject to change and to available funding.
